On Friday morning, October 6, 2006 a team of Investigators from the Tulare County District Attorney’s Bureau of Investigations served search warrants at several locations in Visalia. As a result, officers seized numerous records and proceeds from a business known as “All About Lawns Landscaping” located in the 2000 block of W. Sunnyview Avenue and from a local financial institution.

Operating primarily in Tulare and Kings Counties, the landscaping business, based in Visalia was operated by Santos Estorga, age 37. “All About Lawns Landscaping” was advertised on the internet, in telephone yellow pages, and in local newspaper classifieds.

The investigation began when consumers complained to TCDA Investigators that construction projects were abandoned after monies were provided. Additional complaints were also discovered registered with the Central Valley Better Business Bureau. Losses, discovered by Investigators have exceeded $10,000.00.

During the investigation, Estorga was discovered to be involved in illegal construction projects apart from his lawn maintenance service. The construction aspect of the business is being scrutinized after the loss of monies to victims that had previously hired “All About Lawns Landscaping” for cement, sprinkler, and grading work.

After the search, Estorga was arrested for violations of state law, including conducting business without a contractor’s license, illegal advertisements and construction fund diversion. The suspect was booked into Tulare County Jail for the listed charges.

Persons affected by this development are cautioned to determine their rights and to make necessary arrangements to find qualified and licensed contractors to finish any projects.
